Whether the initial contact with the change effort is in the form of meetings, speeches, or memos, awareness is not guaranteed.

Reasons that awareness might not be achieved:

• The change might not be though to effect the target, in which case it will be ignored.
• The memo/E-mail  might not even be read.
• The contact might come from someone the target does not think important 
  (a junior member of another department, for example)
